IPTV: Targeted Hacking Platforms Under Authorities’ Scrutiny

On forums, in private messaging salons or via discreet boxes, millions of users access television flows from around the world every day. This parallel consumption, long tolerated or ignored, is based on IPTV platforms whose sophistication now competes with official offers. As legal subscriptions are multiplying and giving up budgets, these alternative systems gain ground, to attract the growing attention of national and international authorities.

In France, Arcom estimates that around 11% of Internet users consume this type of service. Faced with ever more segmented and expensive legal offers, such as Dazn or Canal+subscriptions, consumers seek to simplify their access to content. In 2024, the monthly subscription to Dazn jumped from 19.99 to 29.99 euros, making the alternative illegal all the more tempting. This dynamic has increased as the prices of traditional platforms climbed, helping to anchor the IPTV in uses.

Behind this apparent simplicity, a whole parallel ecosystem has been set up. Pirate streaming services are no longer content to copy the legal offer. They offer personalized bouquets, image quality sometimes equivalent to HD or 4K, and instant access to new products. This sophistication has transformed the IPTV into a real bypass industry.


IPTV platforms in the crosshairs of states and beneficiaries

This popularity has not escaped governments. In 2024, the French authorities led an unprecedented wave of blockages, coordinated by the Arcom. At the request of the Professional Football League, 160 pirate services were neutralized at the start of the school year. Over the year, more than 600 illegal broadcasting platforms were targeted, the majority of which were IPTV.

Internationally, the office of the American representative in trade has published its traditional black list of problematic sites. This year, there are well known platforms like The Pirate Bay, YTS or Cuevana3, as well as hosts and technical suppliers such as DDOS-Guard or Flokinet. Between criminal sanctions and legal solutions, pressure users

The use of these services is not without risk. In France, using an illegal IPTV is assimilated to the concealment of counterfeiting, a crime punishable by three years in prison and a fine of 375,000 euros. In 2023, 232 convictions were pronounced. Some concerned resellers, others simple subscribers. Financial sanctions range from 90 to 1,000 euros depending on the case.

If network heads remain priority, subscribers now attract the attention of the authorities. In Spain as in Italy, actions also target users. Information campaigns are now accompanied by concrete legal proceedings. This shift shows a desire to widen repression at all levels of hacking.

In this context, several players try to offer more attractive legal solutions. Internet service providers are now incorporating bouquets into their internet offers. Services like Molotov TV offer a clear interface, free access to public channels and premium options without commitment. On the side of paid platforms, some see their pricing downwards or reorganize their catalogs to seduce undecided.

The battle around the illegal IPTV therefore exceeds the simple technical question. It reveals a deep imbalance between consumer expectations and how content is monetized today. As long as this gap persists, the pirate platforms will keep their attractiveness.
